Senior Citizen Tax Exemption for the Town of Stark
Senior Citizens who reside in the Town of Stark may be eligible for the Senior Citizens Tax Exemption. The deadline to apply is March 1st, 2024. To qualify for the exemption, the property must be your primary residence. You must be age 65 or older. Your income must be less than $18,000.00. March, 2024 upcoming Events for the Town of Stark
The Town of Stark Board Meeting for March is Tuesday March 12, at 7:00 PM in the Town of Stark Justice Court Building located at 703 Elwood Road in Starkville. (3/4/2024). (Update for Board Meeting on 3/05/2024) The Developer for the Windmill Project will not be meeting with Town of Stark Special Counsel and Review Engineer until after the Town Board Meeting to be held on March 12, 2024. The developer involved will be meeting later, because of the amount of information received from the public comment, more time to review is being taken. Anyone wanting to attend the Town Board Meeting is welcome to attend, but any new information regarding the topic of windmills will be limited, much as it was at the January and February meetings. The March 12 meeting will have little more information available because no talks have occurred between the parties involved. Providing for further delays to occur.
The draft Environmental Impact Statement (DEIS) was approved at the October meeting and a Public Comment period began. The Public Comment and Hearing was held on Tuesday November 14, 2023 at 7 PM at the Owen D. Young Central School auditorium in Van Hornesville. Public comments were accepted until November 30, 2023. At the request of the Town of Springfield, the period for comment was extended to December 15, 2023 (Updated 3/4/2024)
NOTICE OF PUBLIC COMMENT PERIOD AND HEARING FOR DRAFT ENVIRONMENTAL IMPACT STATEMENT (DEIS)
The Town Board of the Town of Stark has accepted a draft Environmental Impact Statement for the New Leaf Stark 1 and Stark 2 Wind Farm. The proposal involves the installation of two (2) wind turbines with associated electrical equipment to generate up to 5 MW each (10 MW total). Each turbine will have a hub height of 394 feet and overall height of 650 feet.
The proposed Community Distributed Generation turbine project will be located at 489 Sickler Road (Town of Stark, Herkimer County) and 741 County Road 29 (Town of Springfield, Otsego County).
Hard copies of the DEIS are available for review at the offices of the Town Clerk of Stark and of the Town Clerk of Warren. Copies are also at the Jordanville Public Library and the Springfield Community Center. The applicant (New Leaf Energy) has posted the documents on their website: https://www.newleafenergy.com/project/stark-wind.
Written Comments were received by mail at 703 Elwood Road, Fort Plain, NY 13339. Comments were received and filed electronically with Town Supervisor to the following address “rbronner@ntcnet.com.” and with the wind attorney Bernard Melewski at “bmelewski@gmail.com”.
Public Comments were received after the hearing on November 14, 2023 until November 30, 2023 to allow additional written comment to be filed. At the request of the Town of Springfield, their comments were extended until December 15, 2023. New Leaf Energy is now reviewing all comments received and will respond to the comments. New Leaf has asked for an extension for their response until at least March 31, 2024. It was granted. (Up-dated 3/4/2024) (Revised up-date) The Final Environmental Impact Statement (FEIS) will not be available until it is deemed to be complete. This may occur in March. When it is deemed complete, copies will be made available to the public through the Town of Stark website and the New Leaf website. (Revised 3/4/2024)

Town of Stark Highway Department
The Town of Stark Highway Department has been working on keeping the Town of Stark’s town roads up-to-date and has replaced the culvert on Jordan Road, which is a two-piece culvert pipe and one section has been crushed through years of use. The replacement will be taking place in the near future. Be mindful that there will be delays and perhaps detours while the culvert is being replaced. The replacement of the culvert was completed in 2023. Final completion will be made this construction season, after the road has had a chance to settle over the winter. This is being paid for by the NYS ChiPs road improvement program for local governments.
As was mentioned in last years newsletter, the Town of Stark has ordered a new Mack 10-wheel dump truck equipped with snow fighting apparatus. Delivery of the new truck is expected in 2024. The Town recently purchased a used single axel truck with a plow, wing and sander from the Town of Mohawk in Montgomery County. The cost of the vehicle was $13,000.00 and was paid from 2022 unexpended fund balance in the Highway Department.
The Town sold some un-used equipment at Auctions International. The 1989 International truck, the 1993 White GMC were sold at this auction.
The Town has applied for a $500,000.00 grant to construct a sand/salt barn for the Highway Department to store the town and county sand pile undercover. This building will help to prevent run-off from the sand pile. The grant award, if received, will be announced later this year.
